Is it legal to sell a manufacturers coupon?

I was just on e-bay and noticed that a lot of people are auctioning off coupons for free products. I just thought that most coupons said they couldn't be sold or copied.Is it legal to sell a manufacturers coupon?

If you read the ads on ebay, they will all say something like...';you are getting the coupons for free, but are paying for my time, effort and listing fees to list the coupons'; or something to that effect. That's how they get away with it as far as ebay goes. The coupons also state that they can't be transferred. Does that mean that I can't give them to a friend, thereby ';transferring'; them to another person? It would be virtually impossible for anybody to track a coupon to make sure that the person who bought the newspaper and cut out the coupons were the one that used them. If you follow the items on ebay, you'll notice that after ebay fees and paypal charges, most sellers really aren't making more than a few pennies.
Yes of course it's illegal, why would you pay for something that you can get for free.
